PLANNING THUMBS-UP FOR SLEEK NEW FUN BUILDING ON CLEETHORPES SEAFRONT

THE ambitious scheme to redevelop the former Waves pub site on Cleethorpes seafront has received a boost.

Senior North East Lincolnshire Council planner Lauren Birkwood has granted consent for a swish new colonnade-style building which will accommodate a range of facilities such as pub-restaurant, food sales kiosk, WCs, beach safety services and and an entertainment area.

The three-storey building will also provide a new home for the tourist information centre which will relocate from the library premises on Alexandra Road.

There will also be extensive landscaping - hopefully using real (not plastic) trees, grass and hedging.

Says Ms Birkwood: "The scheme offers the opportunity to redevelop a prominent site in the heart of Cleethorpes.

"It should improve not only the built environment but the natural environment through the provision of public realm works.

"The proposal responds well to the site's topography and its position in the resort without
causing substantial harm to the setting of nearby listed buildings or the wider conservation
area. 

"There will also be significant regeneration benefits. 

"This project represents a significant investment in the town with the ability to create a number of new employment opportunities. 

"The public benefits of the scheme are clear and the proposal is justified in terms of its design and scale."

The Grimsby News understands that some design features - and the name of the new multi-purpose building - have yet to be finalised.

However, below are significant extracts from the supporting statement, plus artists' impressions of what Cleethorpes can look forward to.

Landscaping
The area surrounding the existing site is a mix of hard and soft landscaping. This public
realm space, known as Pier Gardens, will be improved and altered to complement the
new development and open up views and routes. This work is part of an associated public
realm project being undertaken in tandem with this project. The existing retaining walls
to the rear of the public toilets and the boat house that support the higher level Pier
Gardens will be relocated and reduced to ground level within this remodelling work.

The existing group of trees within Pier Gardens, directly to the south of the existing
buildings and located adjacent to a large area of hard surface, will be retained and
incorporated into a new layout during the public realm works. The same applies to the
tree at the junction of Sea Road and Alexandra Road which is subject to a tree
preservation order.


Access
The ground floor of the building will be accessed from Cleethorpes Central Promenade
and the main access doors will be adjacent to the public footpath which will allow for easy
access for many pedestrians. Disabled parking bays are located immediately opposite at
the entrance to the Pier. The access doors to the site will be user-friendly to all visitors
as the proposed entrance doors will be a minimum of 1010mm clear access to allow
comfortable access for wheelchairs.

The building will connect to the public realm via the hard landscaping of Pier Gardens, seamlessly flowing onto the building’s first floor balcony area and therefore providing level access from the Alexandra Road area.


Flood Risk
It is noted that Cleethorpes seafront has flooded in the past during significant events.
On 31st January 1953 a large portion of the east coast was affected and the floods at
this time washed away a major part of the railway, which terminates on North
Promenade. Rail ballast debris from this event can still be found on North Beach today


Neighbours
The impact to neighbours has been given full consideration, especially in regards to
massing, light and dominance. Impacts arising are deemed to be acceptable subject to
safeguarding measures on matters such as construction and traffic management.


Regeneration
Since the public house has shut down, it has been broken into a number of times, making it a less desirable area for any of the public to go to. The regeneration of the area will reduce
the amount of criminal activity in the area, and instead create a destination for the public
to travel to and enjoy. The new building will have three levels of lettable commercial space, that is likely be a restaurant / cafĂ©, or drinking establishment, which will create more jobs within the local community. It is also likely that the building is to be open from the morning to the evening, meaning that it will increase spend within the local economy.

Neighbours
The impact to neighbours has been given full consideration, especially in regards to
massing, light and dominance. Impacts arising are deemed to be acceptable subject to
