What's happening inside the screening? No one seems to be quite sure |
A PROBE into the troubled repairs contract for Grimsby's Corporation Road bridge is to be launched next week.
It will come in the wake of mounting anguish (and anger) among road users - and local businesses - about the amount of time it is taking to complete the work.
There is no target date for the road to re-open, and the bill is increasing with each passing day.
Now Independent councillor Steve Holland is leading the call for answers.
At a meeting of a North East Lincolnshire Council scrutiny panel on Tuesday, he and colleagues will seek clarification on whether "project management is being carried out to a satisfactory standard".
The main points on the agenda are as follows:
• For the panel to be assured that the forecast project delays are reasonable in the given circumstances.
• To enable the panel to obtain answers as to why the causes of delays were ‘unforeseen’.
• For the panel to be assured that the contracting and procurement process has been carried out fairly and in line with standard public sector practice.
• To garner public confidence in the competent delivery by NELC of major projects.
• For the panel to understand such items of additional funding being sought such as ‘compensation events agreed to date but not implemented’.
• For the panel to assess whether the statutory requirement to provide good value for money is evident through robust internal control and strong financial management.
Members of the panel will be in no mood to be fobbed off.
If they are unhappy with the response from officers - and perhaps anyway - they will insist that a working group is set up to go through the circumstances of the sorry situation with a fine tooth comb.
The scrutiny panel members are: Oliver Freeston (chairman), Henry Hudson, James Cairns, Martyn Sandford, Mark Smith, Kathryn Wheatley, Karl Wilson and Steve Holland.
When will it reopen to traffic? The famous bridge in better times |
