Grimsby Central Library - said to be affected by antisocial behaviour |
The initiative is aimed at excluding incidents of antisocial behaviour and rough-sleeping outside opening times.
It follows the recent installation of security gating - also to exclude rough-sleepers - outside the library in Cleethorpes.
It is not known what form the Grimsby Library antisocial behaviour takes, but it is understood that it can make staff uncomfortable as they arrive for work.
Says a statemen issued by Engie on behalf the council: "The proposed works are derived through consultation with key stakeholders to come up with a solution to the issues relating to the security of the Grimsby Central Library.
"The proposed design is considered not to cause harm to the character of the building as it follows an existing pattern of both materials and existing security features to the façade.
"The importance of bringing security shutters to the top of the steps and ramp is that it will remove the current dark stop, thereby reducing the antisocial behaviour experienced on a very regular basis.
"It will remove access to shelter under the existing canopy where people currently partake in antisocial behaviour and sleep overnight."
The proposal is subject to consultation with the public before the planning application is determined.
The Grimsby News says: This proposal is as regrettable as the one that has led to the industrialisation of Cleethorpes Library which now looks like a fortress. Installing roller shutters outside Grimsby Library will have the effect of brutalising a handsome building in a prominent location. It will also scar the wider town centre which is already a hostile environment after the Freshney Place shopping centre closes and town centre footfall drops. It should also be noted that Grimsby Library is closed all day on a Monday. The proposed shutters will themselves become the target of crude graffiti and other antisocial activity. What a horrible impression both for residents and visitors!
