Social club wins the day in fumes dispute with Grimsby car dealership over proposed workshop

 

Toyota dealer John Roe has hit a 'roadblock' with its repair workshop proposal

ONE of Grimsby's best-known firm has received a setback with its latest initiative to develop the business.

North East Lincolnshire Council has this week refused an application by car dealer John Roe to erect a repair workshop plus the installation of flues and associated works on land adjacent to 158 Cromwell Road.

The project had sparked an objection from nearby Milano's Pizza and Cromwell Social Club, with the latter raising numerous concerns, for example, the potential of  exhaust fumes to spoil the occasion for those of its members seeking to enjoy a drink outside the clubroom.

The Environment Agency also raised an objection on the grounds of an "inadequate flood risk assessment".

There were also concerns from NELC's environmental health department about potential noise and odour emissions from the flues which are at the same height as neighbouring flats.

Meanwhile, the council's ecology unit sought reassurance that no bats or birds would be made homeless by the proposed removal of the exiting spray workshop.

The application did not go before NELC's planning committee but was determined under delegated powers by case officer Owen Toop.

His refusal notice states: "The proposed building would be accessed via an existing private lane which serves the Cromwell Social Club and John Roe Grimsby, a car dealership. 

"The building would be located in place of an existing structure which is being used as a car cosmetic workshop for spraying.

"The site is located within an area of mixed uses, including commercial, residential and light industrial.

"Opposite the site is Lidl and adjacent and on the north west side of Cromwell Road is a parade of units including shops, takeaways, butchers and hairdressers with first floor flats above. 

"Further to the north-west is a roundabout which connects to Boulevard Avenue and Yarborough Road - key routes in and out of Grimsby."

The officer's report continues: "The proposed development would be visually dominant to the detriment of the character of area.

"The use including its external flues would adversely harm neighbouring properties as a result of potential odour and noise pollution unless appropriately mitigated. 

"In additional the proposal fails demonstrate that it is acceptable in flood risk terms.

"Finally there is insufficient detail to assess the impact to highway safety."

The planning officer also raised a query about the existing car spray unit.

"This is not considered be authorised," he noted. "There is no planning history provided which indicates otherwise."
